In 2018, there were 1618 new high-tech SMEs in Cangzhou. Up to now, the city has identified 9061 small and medium-sized technology-based enterprises, ranking in the forefront of the province.
The development of small and medium-sized technology-based enterprises is an important grasp to implement innovation-driven development strategy. In recent years, Cangzhou attaches great importance to the cultivation of science and technology-based small and medium-sized enterprises, formulates and promulgates Cangzhou's Three-Year Plan of Action for Science and Technology Innovation (2018-2020) and Cangzhou's Several Measures to Accelerate Science and Technology Innovation, etc., and specifies specific measures to support science and technology-based small and medium-sized enterprises. Every year, the city also arranges special funds for science and technology, encourages enterprises to carry out research and development of projects, innovative platform construction, foreign cooperation and exchange, and intellectual property creation, and makes good use of academician workstations, introduces academicians of the Chinese Academy of Engineering and the Chinese Academy of Sciences, and undertakes national science and technology support, "863", "973" and science and technology pioneer projects, etc. A number of major scientific and technological projects, the city's small and medium-sized technological enterprises have a good development trend and obvious growth. A number of "small giants" of science and technology have accumulated strong momentum for the high-quality development of Cangzhou's economy.
In order to support the development and growth of small and medium-sized technology-based enterprises, Cangzhou strengthens overall coordination, integrates innovation factors such as policy, capital and technology to gather to enterprises, and guides and supports the expansion of the number, scale and strength of small and medium-sized technology-based enterprises. Among them, Cangzhou Bank High-tech Zone Science and Technology Branch provides financial services for small and medium-sized science and technology enterprises throughout their life cycle. Give full play to the role of technological business incubator, public creation space, technological innovation center and other carriers, provide support for the development of small and medium-sized technological enterprises, and actively build a technological innovation system with enterprises as the main body, market-oriented, industry-university-research combination.
The development of small and medium-sized technology-based enterprises has played a demonstration and driving role in the transformation mode and adjustment structure of the whole city. Through the implementation of the project of Cultivating Intellectual Property advantages, Cangzhou has selected a number of growth enterprises with strong innovation ability among small and medium-sized science and technology enterprises, nurtured a number of intellectual property projects in the core areas, and built up a growth space for carriers such as incubators, creating space for all and engineering technology centers. Last year, there were 11 new academician workstations in the city, totaling 30 and 41 cooperative academicians; 8 new provincial technological innovation centers, totaling 29; 1 new research and development institution, 1 provincial industrial technological innovation strategic alliance, and 1 Key Laboratory of provincial enterprises, all of which achieved zero.
